The Role

As the aviation industry regulator, the CAA has a duty to the public to ensure we develop airspace and air traffic management (ATM) policy that is both effective and up-to-date within an ever-evolving technological landscape. This is never truer than today as we move towards the integration and management of pilot-less and remotely piloted aircraft into UK airspace, and consider the needs of other new airspace use-cases; for example eVTOL, supersonic aircraft and space launch.  Our role in ensuring the safe use of this technology has never been more vital. To this end, the CAA is looking for an Airspace & ATM/UTM Policy Specialist to help create the Regulatory environment that will form the bedrock for the future management of the UK’s air traffic.


As the Airspace & ATM/UTM Policy Specialist, you will be instrumental in the ‘ground-up’ development of the UK’s regulations and policies regarding unmanned aircraft systems traffic management (UTM).  You will work alongside CAA and industry colleagues to enable UTM and to begin to explore issues such as space traffic management and ‘higher airspace’.  The role will see you act as the UK’s authority and subject matter expert for UTM, at both a national and international level.  This will involve you speaking regularly with a wide variety of partners in industry, academia and other national aviation authorities, giving you an unparalleled opportunity to network with like-minded professionals.  To this end, your ability to create positive relationships, champion international collaboration and build the image of the UK, and the CAA, will form a core part of the role.

About You

  • Possess extensive experience within ATM and/or UTM with a particular focus on the creation, development, or interpretation of policy.
  • Likely to be either a licensed air traffic controller, or ex-military air traffic controller, with a deep understanding of relevant UK and international ATM regulatory requirements and other non-regulatory material.
  • Have a practical understanding of the operation of unmanned aircraft systems, as well as impacting factors such as beyond visual line of sight (BVLOS) and airspace integration.
  • Possess strong networking and communication skills both written and oral, which will enable you to engage with and influence partners at all levels throughout the CAA and externally.
  • Have high levels of commitment, reliability, and flexibility, while being a great teammate.
  • Have knowledge and practical experience in safety management and project management in a UTM or ATM context.
