The Role


In this role you will work in the Civil Aviation Authority’s (CAA) Consumers & Markets Group. You will provide a full secretariat function for two high profile committees. You will work closely with committee chairs to ensure the committees fulfil their role and deliver on their Terms of Reference, and to articulate the committees’ views and decisions in papers and correspondence.

The role also involves supporting members of the Consumers & Markets Group in their regulation, policy and governance work. This includes work on the Air Travel Organisers Licensing (ATOL) scheme so, previous experience in the travel industry would be useful although not essential.

You will ideally be educated to degree level or equivalent or have experience of providing secretariat services to a committee.


The two main committees you will manage are:


The Air Travel Trust (ATT)

The ATT was created by the Secretary of State for Transport and is the primary source of funding for protecting consumers when an ATOL holding tour operator fails. It is managed by four Trustees who are also CAA Board Members.

The Air Travel Insolvency Protection Advisory Committee (ATIPAC)

ATIPAC was also created by the Secretary of State for Transport to provide advice to Government, the CAA and the ATT on financial protection arrangements for air travellers. Its membership includes senior travel industry figures and consumer representatives.


Key responsibilities

  • Ensure the smooth functioning of the committees by coordinating meetings, agreeing agendas with chairs and CAA senior managers, ensuring members are supplied with all the necessary information and producing minutes. Maintain accurate records, including website content.
  • Produce reports and correspondence, including the committees’ annual reports. This includes collaborating closely with CAA senior managers and committee members on report content, researching topics and producing high quality written reports.
  • Provide briefings and updates to committee members or CAA senior managers on the committee’s work.
  • Undertake specific project work, which may include researching and preparing responses to Government consultations on behalf of the committees or the CAA.
  • Manage the procedural aspects of CAA hearings and coordinate communications between the CAA and ATOL holding tour operators and applicants. Be responsible for the documentation of hearing records, and the preparation and timely distribution of hearing bundles to stakeholders.


About you:

  • Excellent written and verbal communication skills.
  • Excellent organisational skills with the ability to prioritise.
  • The ability to manage and deliver projects to a high standard.
  • Confidence and diplomacy when dealing with senior managers and external stakeholders.
