The structure of the UK’s airspace has remained the same for decades, despite an increase in demand from its users. Modernisation is critical to ensure that this invisible piece of the UK’s national infrastructure is fit for purpose for the future. The Government asked the CAA to prepare a strategy and plan for airspace modernisation, and in December 2018 we published our new Airspace Modernisation Strategy.


Now we are hiring a new Airspace Modernisation Oversight team to deliver new functions set out in the strategy, and the governance annex which was authored jointly with the Department for Transport, both of which were published on 17 December 2018. This new team will track, challenge and test the detailed plans of the industry working groups delivering modernisation, to monitor and report on progress.


This role is for the Head of Airspace Modernisation Oversight, meaning this post heads up the new Oversight team, including managing the team and its work, and being the primary point of engagement with industry and other stakeholders including senior directors and technical experts. The post holder will regulate by overseeing the delivery plans and tracking work progress (as such, this is a regulatory role rather than an internal-facing project management role).


Core Accountabilities


  • Liaise directly with the industry delivery groups, maintaining effective relationships with those groups and with government, through an effective leadership style;
  • Oversee the work of delivery groups including supporting them as they prepare their implementation plans, by advising them on how to prepare successful and trackable infrastructure plans.
  • Track the work of delivery groups and their progress against their plans, including tracking risks to airspace modernisation, how they adhere to their Terms of Reference, and how they carry out effective engagement with stakeholders, in order to report on the progress of delivery to the Department for Transport and CAA (regularly), and ultimately the Secretary of State (annually);
  • Intervene (where policy and legislative framework allow) where delivery is behind schedule or is in conflict between groups or entities (this may take the form of recommendations or formal letters to delivery bodies, or escalations to and ongoing liaison with the Department for Transport and other colleagues in the CAA, including consultants and/or internal experts);
  • Set up and manage the team effectively to ensure all their procedures, reports and relationships are fit for purpose and their skills are developed appropriately;


Person specification


Success in this role requires:


  • Infrastructure programme delivery: proven experience in delivering complex infrastructure projects or programmes, or transport planning, and overseeing coordination with other complex projects
  • Relationship management and excellent stakeholder engagement
  • Problem solving, including a tenacious approach to working within the limits of, and creating opportunities for progress within, a defined policy and regulatory framework
  • Some understanding of the aviation industry would be useful; experience in airspace is not essential but the successful candidate must be willing to learn some technical aspects.
  • Acting as the key point of contact for all external organisations involved in the delivery of the Airspace Modernisation Strategy, and maintain close and effective working relationships with both government departments (including the Department for Transport) and relevant external organisations;
  • Track the delivery of the initiatives in the Airspace Modernisation Strategy by agreeing a reporting format on industry-let delivery plans and attending the meetings of relevant groups in the airspace modernisation governance structure;
  • Maintain oversight of the delivery of airspace modernisation by running a team that tracks risks, works with industry bodies to identify problems, tries to solve problems within the current regulatory and policy framework, and escalates problems to the co-sponsors of airspace modernisation (Department for Transport and CAA) where necessary;
  • Report on the progress of delivery of the Airspace Modernisation Strategy to the Department for Transport and CAA (regularly), and ultimately the Secretary of State (annually);
  • Set up the processes and procedures to deliver these duties;
  • Set up and manage the Airspace Modernisation Oversight team;
  • Work with policy colleagues to assist in any reviews or updates to the Airspace Modernisation Strategy;
  • Liaise with internal colleagues on new policies or regulations as needed.
