We work within and shape a constantly changing legal framework on aviation safety, space regulation, airspace, consumer law, economic regulation, competition law, the environment and aviation security matters. All this from the perspective of being a public body with the duties this brings and an ambition to innovate.
 

The Role

The successful candidate will join a team of lawyers in the Office of the General Counsel, who have a range of backgrounds, from both public and private practice. As a member of the legal team, you'll help to ensure that the CAA receives high quality, user-friendly and practical legal advice and be passionate about achieving the right outcomes.

You'll help our specialist colleagues shape the regulatory framework to deliver improvements and meet our strategic aviation ambitions. You will also support colleagues to make transparent and clear decisions. You will be inventive and forward thinking in working out what we can deliver within the relevant regulatory framework and tools available.

You'll be supported by the experienced legal team around you, but from the beginning you will be required to handle your own workload, working collaboratively with colleagues and external partners. You will also work collectively with the team of lawyers, learning and sharing with each other so that as a team we can provide the best legal service to the CAA.
 

Additional Responsibilities

  • Providing outstanding legal service that is responsive to client needs and engaging with our strategic objectives including advising on the development of new law and policies, applying existing policies, licensing activity, litigation and enforcement.
  • Working in a multi-disciplinary team which includes technical specialists such as economists, pilots, engineers, finance specialists, senior leaders and Counsel.
  • Drafting guidance and process documents.
  • Collaborate efficiently with all lawyers in the team by working in an open manner.
  • Leading all aspects of the client relationship for each allocated case or project and proactively being responsible for the matter and sharing of information within the legal team.
  • Aligning the legal service provided with the client demands in a way that improves the organisation’s reputation.
  • Building and maintaining trusted professional relationships with clients by demonstrating a comprehension of commercial, regulatory and policy context.
     

About You

You are comfortable dealing with new areas of law and subject matter on an ongoing basis, have the ability to delve into complex detail, be able to organise yourself and others and be focused on delivery.

You are able to advise on matters under intense public scrutiny and under time pressure, supporting your colleagues who work directly with the public and others.

You think laterally, developing an understanding of the interdependencies between the various regulatory and corporate groups at the CAA and the connections with external partners.
 

Additional Skills & Qualifications

  • Solicitor or barrister qualified to practise in the UK with over 4 years PQE
  • Excellent legal skills and the ability to learn new areas of law quickly
  • Pro-active and delivery focused approach
  • Excellent drafting skills.
  • Positive communicator who can work with colleagues and partners from varied backgrounds and levels of seniority
  • Readily give and respond to constructive feedback
  • Work in a way that consistently demonstrates the CAA Values


Experience

Other experience which would be desirable but not essential, include:

  • Litigation
  • Competition and/or economic regulation
  • Knowledge of public law principles
  • Development of new regulatory or legislative frameworks

Selection process

Those applicants invited to interview will be assessed in line with the skills and attributes above, as well as the CAA’s values: respect, collaboration, do the right thing and learning.  Candidates will also be presented with a problem scenario to review and respond to as part of the interview process.

 

 

Many appointments within the CAA require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holder must undergo National Security Vetting and achieve the appropriate level of clearance.

 

To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. This can either be 3 years or 5 years depending on the level required (CTC or SC). If you do not meet these requirements, we will not be able to accept your application.
