The Role

 

The Civil Aviation Authority (CAA) is the UK's specialist aviation regulator.  Its regulatory activities range from making sure that the aviation industry meets the highest technical and operational safety standards to preventing holidaymakers from being stranded abroad or losing money because of tour operator insolvency.

 

The CAA’s Portfolio comprises a diverse and interesting group of programmes and projects.  This includes a large Transformation Programme and other projects and programmes to help us deliver our five-year strategic plan to make aviation better for those who choose to fly - and those who do not.  The Transformation Programme will change the way we operate our licensing services, improving efficiency and effectiveness, as well as refreshing key IT systems and supporting our aspirations to become a better regulator and improve choice and value for consumers.  The programme includes significant changes to the way we manage information, capture and make use of data, and engage with stakeholders, including online.  Examples of projects within the Portfolio include those which relate to airspace and technologies such as space, cyber and drones. 

 

As an organisation that delivers services to our customers, CAA has adopted the core principles of the Government Digital Service that ensures we have a customer-centric approach to all that we do, formalised though our Service Standard and the use of User Research and Service Design activities to complement our core business analysis activities.

 

To be effective, the post-holder will have the ability to work independently, proactively and with versatility in responding to changing circumstances.  The post-holder will need to be able to work at a detailed level, ensuring that business needs are sufficient to enable options to be defined, designed and implemented.  The post-holder will maintain a strategic view to ensure that business needs meet the latest CAA Business and Technology strategies.  The role requires excellent communication skills and the ability to provide challenge where requirements are inconsistent or do not represent value for money.

 

Core Accountabilities

 

  • With support as necessary, lead activity to scope and scale change, leading to the development of business cases that articulate the problem(s), outline solutions, resources, costs and benefits.
  • Using appropriate tools and approaches, accurately analyse and document business requirements in an appropriate format that will clearly define their type (including, for example, functional or non-functional, User Stories and Acceptance criteria), according to defined standards.
  • Baseline current-state processes and design potential future-state processes using the appropriate Business Process Modelling methods and tools to CAA standards.  Ensure that legislation, policy and written guidance are clearly identified.
  • Perform and facilitate analysis of business processes to establish gaps in processes and identify and link appropriate Business requirements.
  • Through engagement with business subject matter experts and supplier technical resources, ensure that all proposed process and technology changes are fully articulated and understood by all parties.
  • Provide effective and appropriate guidance / training to functional process teams and the wider business.
  • Work with the Business as necessary to identify options and supporting recommendations (incorporating both process and IT change) to meet the business requirements.
  • Review / assure detailed functional and technical specifications to ensure that business requirements have been effectively translated.
  • Ensure that proposed solutions align with strategic business objectives and identify synergies across differing change initiatives.
  • Support the business change team in accurately identifying relevant stakeholders and their current interest in the project.
  • Support the business change team by effectively monitoring and managing communications between stakeholders throughout the project lifecycle, identifying changes and notifying them appropriately.
  • Work closely with Product Managers and project colleagues, ensuring that their perspectives are understood and work planned accordingly.
  • Act as an ambassador for the Portfolio Delivery Business Analysis practice.

 

About You

 

The post holder will:

 

  • have operated as a business analyst in a variety of organisations.
  • have been fully responsible for the completion of business analysis services on at least 2 projects that completed successfully.
  • have a detailed understanding of the BA role in a range of methods, including Agile and Waterfall.
  • experienced in delivering large-scale and enterprise-wide COTS and bespoke solutions.
  • be experienced in working with the Business and IT Department to identify the most appropriate solution given the Business objectives, priorities, and other project / programme dependencies.
  • have excellent people skills with the ability to communicate with staff and management.
  • can engage and work with relevant technical teams to understand the solution and adherence to requirements.
  • hold strong stakeholder skills and the ability to communicate technical concepts to non-technical staff within the business.
  • can resolve issues with suppliers and members of the business community.
  • have a high logic capability allied to a very good problem-solving ability.
  • ensure a high degree of accuracy and attention to detail in defining requirements.
  • experienced in working through the end-to-end project lifecycle.
  • hold an enterprise view of the organisation and can identify synergies across change initiatives.
  • optionally – have operated in a business or IT consultancy environment.

 

Additional Information

 

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

Relocation & Property

The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.

 

We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.

 

We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
