Role Purpose

 

The Corporate Governance Policy & Framework Lead is responsible for shaping and maintaining the CAA's corporate governance framework, ensuring it remains effective, practical and aligned with legal, regulatory and organisational requirements.

 

Working closely with the Corporate Governance Services Manager, the role develops governance policies, standards and assurance approaches, promotes good governance practice, and supports the continuous improvement of governance across the organisation.

 

Key Accountabilities

 

Governance Framework and Policy

 

  • Lead the development and review of the CAA's corporate governance framework.
  • Own and maintain governance policies, standards and guidance.
  • Ensure governance frameworks remain aligned with legal, regulatory and organisational requirements.
  • Develop and maintain key governance frameworks, including conflicts of interest, anti-fraud, bribery and corruption, sanctions and accountability arrangements.

 

Governance Assurance and Improvement

 

  • Develop governance assurance and monitoring approaches to assess effectiveness.
  • Maintain governance maturity measures and performance indicators.
  • Identify opportunities to strengthen governance frameworks, controls and policies.
  • Support the development of governance oversight arrangements and assurance activity.

 

Governance Advice and Best Practice

 

  • Provide governance advice and guidance to managers and senior stakeholders.
  • Monitor changes in governance requirements, legislation and recognised good practice.
  • Contribute governance expertise to organisational change programmes and strategic initiatives.
  • Build relationships with relevant external networks and professional bodies.

 

Ethics and Governance Culture

 

  • Maintain governance and ethics frameworks, including conflicts of interest, gifts and hospitality, confidential reporting, fraud and corruption controls.
  • Promote good governance practice and support initiatives that strengthen accountability, transparency and organisational culture.
  • Develop guidance and supporting materials to improve governance awareness and capability.

 

Essential

 

  • Experience developing and improving governance frameworks, policies or assurance arrangements within a complex organisation.
  • Experience providing governance advice and support to senior stakeholders.
  • Strong understanding of governance, controls, risk and accountability frameworks.
  • Ability to interpret legislation, regulatory requirements and governance standards.
  • Strong communication, influencing and stakeholder management skills.
  • Experience delivering governance change and continuous improvement initiatives.
  • Strong analytical skills with the ability to translate requirements into practical frameworks and guidance.

 

Desirable

 

  • Chartered Governance Institute qualification or equivalent professional qualification.
  • Experience working in a public sector, regulatory or highly governed environment.
  • Knowledge of public accountability and governance requirements.
  • Knowledge of the aviation sector and the CAA operating environment.

 

Additional Information

 

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

Relocation & Property

The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.

 

We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.

 

We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
