The Role

 

The Integrated Planning and Performance function is responsible for maintaining and improving our Integrated Planning and Performance Framework (IPPF) to ensure business priorities, financial targets, and operational execution are fully aligned, and helping the organisation to apply this.

 

The Integrated Planning and Performance Business Partner provides an opportunity to work across the organisation and understand and support the full range of duties the CAA performs, and the plans we manage, to run our functions effectively, deliver our strategy and protect consumers and the public.

 

The role will include contributing to and coordinating the CAA’s integrated planning and performance reporting processes to the Executive Committee and the Board and helping the CAA’s first line of defence to apply our IPPF consistently.  A particular focus of the role will be providing strategic partnership to directors to develop, implement and embed planning and performance management, and taking the lead on work to develop the CAA’s IPPF further in line with best practice

 

Core Accountabilities

 

  • Plan Development - Work with directors and their leadership teams to drive a consistent and robust approach to planning, and to develop affordable plans that deliver their priority deliverables, mitigate risks and take opportunities.  Ensure that cross-CAA dependencies are identified, understood and resource requirements are planned and agreed.
  • Prioritisation - Work with CAA groups to ensure that their delivery objectives are prioritised to ensure resources are focused on the activities that will deliver value for money aligned with CAA’s strategic aims and annual priorities.
  • Risk Management - Partner with Corporate Enabling Services, Professional Services and Safety & Airspace Regulation groups in the robust identification and effective management of risks to which their business areas may be exposed by leading discussions with managers. Provide support and coaching for colleagues in these areas to develop and build a risk awareness and assurance culture the within organisation.
  • Cross-Departmental Collaboration – Act as a trusted partner with stakeholders, fostering strong partnerships and collaboration across departments to ensure alignment of plans and optimal resource allocation, and provide support to partnering directors where required.
  • Delivery Assurance - Facilitate regular leadership team delivery assurance meetings to review delivery performance against success measures and outcomes, make sure appropriate escalation of any areas of concern and agree resolution of delivery issues.
  • Performance Monitoring & Analysis - Monitor and analyse key performance indicators related to demand, supply, and financial targets to identify potential risks and opportunities. Identify gaps in business delivery, formulate action plans to address these gaps, and collaborate with stakeholders to ensure successful execution.
  • Data-Driven Collaboration - Integrate data-driven insights into the integrated planning and performance processes, ensuring the accuracy and reliability of short, medium, and long-term plans.
  • Business Continuity - Lead on business continuity, delivering the processes and tools required to allow the organisation to continue operations in a resilience event.
  • Corporate Planning System - Maintain and implement improvements to the CAA’s Corporate Planning Management System.

 

About You

 

Essential knowledge, skills and experience

 

To be considered for the role you must have:
 

  • A strong understanding of business planning and performance reporting including the practices and principles of integrated planning and risk management.
  • Proven experience in delivery of effective business partnering driving alignment of budget and
  • resources that support delivery of organisational objectives.
  • Ability to take the lead (with minimal supervision) on developing and motivating colleagues, including non-planning professionals, to improve organisation wide integrated planning and performance management arrangements.
  • Strong analytical, and written/presentational skills, including the ability to provide clear, concise and value adding performance updates/reports to senior colleagues and display a positive attitude to considering ways to do things differently.
  • Demonstrable facilitation skills and confidence to lead workshops consisting of staff at varying levels of seniority and technical knowledge to achieve the intended objectives and ability to align interests among different parties and promote good business practices and governance.
  • Proficient in the use of technology with ability to use our suite of tools to maximise collaboration and effectiveness (e.g., Word, Excel, PowerPoint, etc).

 

Desirable (but not essential)

 

  • Good knowledge of the CAA’s strategy and in depth understanding of the role of the respective business areas must play in delivering the CAA strategy and the industry it regulates to be able influence the portfolio context and business strategy.
  • Ability to identify and implement changes that increase efficiency, minimise waste and support improvement ambitions.
  • Good interpersonal skills working with diverse audiences and constructively challenge. Be confident and able to cope when concepts are being challenged by colleagues and at delivering tough messages to drive results.

 

Additional Information

 

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

 

To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 5 years.
