The Role

 

Reporting to the Head of Strategic Resourcing, the Business Delivery Manager is responsible for enabling the effective operation, governance, planning and delivery of the People and Culture (P and C) function.

 

The role acts as the central point of coordination and oversight for People and Culture business planning, governance, performance management, committee engagement and corporate reporting, ensuring that strategic priorities are translated into effective delivery and that departmental and organisational commitments are met.

 

The postholder will work across the People and Culture leadership team to provide delivery assurance, manage governance processes, improve operational effectiveness and enable evidence-based decision making. The role will ensure robust management of risks, actions, performance and corporate responsibilities, allowing senior leaders to focus on strategic leadership and organisational outcomes.

 

Core Accountabilities

 

Business Planning and Delivery

 

  • Lead coordination, monitoring and reporting of the People and Culture annual business plan.
  • Develop and maintain an integrated view of People and Culture strategic priorities, projects, risks, dependencies and business-as-usual activity.
  • Establish and maintain delivery assurance processes to ensure objectives, milestones and commitments are achieved.
  • Track progress against plans and provide challenge, insight and escalation where delivery risks emerge.
  • Support delivery of People and Culture transformation, organisational change and continuous improvement initiatives.
  • Develop reporting mechanisms that provide senior leaders with clear visibility of performance, risks, measurable impacts and outcomes.

 

Governance and Committee Management

 

  • Lead the coordination and effective operation of governance arrangements across the People & Culture function.
  • In partnership with the People and Culture Director, manage the preparation for the People Committee and various Executive Committees and Board when necessary.
  • Support the Head of Organisational Capability with the coordination of Leadership 50 activities.
  • Ensure high-quality papers, briefing materials, reports and recommendations are produced to required standards and timescales.
  • Maintain robust governance records, decision logs and action trackers.
  • Monitor completion of agreed actions and provide assurance regarding delivery and delivery risks.
  • Ensure People and Culture meets corporate governance requirements and reporting deadlines.

 

P and C Leadership Enablement

 

  • Act as a strategic delivery partner to the People and Culture Director.
  • Coordinate leadership team priorities, meetings and planning activities.
  • Ensure P and C leadership forums are focused on delivery, risk, decision making and performance.
  • Prepare high-quality briefings, reports, presentations and communications for executive, board, internal and external audiences.
  • Support the Director and Heads of Service by removing operational burden and ensuring effective follow-through of decisions and priorities.

 

Performance Reporting and Management Information

 

  • Design and maintain reporting frameworks that support informed decision-making and risk mitigation and management.
  • Coordinate the production and analysis of performance information relating to People and Culture annual strategic objectives, departmental objectives and priorities.
  • Provide insight and recommendations to support prioritisation and resource allocation.
  • Develop mechanisms that support evidence-based decision making and organisational performance assessment.
  • Ensure reporting is accurate, timely and aligned to corporate requirements.

 

Corporate Responsibilities and Compliance

 

  • Coordinate People and Culture responses to corporate information requests, Freedom of Information requests and external enquiries.
  • Lead the coordination of business continuity planning activities across the function.
  • Maintain oversight of compliance requirements relating to information management, governance and corporate processes.
  • Ensure knowledge management systems, processes and records are maintained and compliant.
  • Support assurance activities, audits and reviews as required.

 

Financial and Resource Management

 

  • Be the operational departmental lead for financial planning, budget monitoring and forecasting activities across People and Culture, monitoring financial performance and identifying risks, trends and corrective actions.
  • Coordinate resource and workforce planning processes for People and Culture in partnership with the Director and Heads of Service.
  • Maintain oversight of procurement activity, contractual commitments and expenditure trackers escalating risks as necessary.
  • Support development of business cases and investment proposals where required.

 

About You

 

Essential Criteria

 

  • Experience in a business delivery, business management, programme support or governance role.
  • Strong understanding of governance, risk management and organisational planning processes. 
  • Experience of performance reporting, delivery tracking and using data to drive decision-making. 
  • Strong project, change and continuous improvement capability. 
  • Experience of influencing, engaging and building effective relationships with senior stakeholders.
  • Ability to produce high-quality reports, briefings and presentations with excellent written and verbal communication skills.
  • Excellent organisational skills, with the ability to prioritise competing demands and handle sensitive information appropriately.

 

Desirable Criteria

 

  • Experience within HR, People and Culture or a corporate services function. 
  • Experience within a public sector, regulatory or highly governed environment. 

 

Additional Information

 

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

Relocation & Property

The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.

 

We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.

 

We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
