The Role
The Stakeholder Engagement Officer will support the delivery of stakeholder engagement and consultation activity for the CAA’s General Aviation (GA) work. Reporting to the Stakeholder Engagement Lead (General Aviation), the role will primarily focus on the operational delivery of GA engagement activity while working flexibly across the organisation as required.
While the postholder’s day to day focus will sit within General Aviation, effective delivery of the role will require close collaboration with colleagues across multiple directorates. This will include regular interaction with teams across Safety and Airspace Regulation Group (SARG), ensuring stakeholder messaging and engagement activity reflects wider CAA priorities and regulatory responsibilities.
The role will work closely with colleagues in Communications, Policy, Airspace Regulation and other specialist areas, acting as a key operational link between internal teams and external stakeholders. This cross departmental working is essential to ensuring that engagement activity is coordinated, accurate and aligned across the organisation.
Core Accountabilities
Stakeholder Engagement Delivery
- Support the delivery of stakeholder engagement and consultation activity for the CAA’s General Aviation work.
- Respond to GA stakeholder enquiries, drafting correspondence and coordinating input from relevant internal subject matter experts to ensure accurate and timely responses.
- Support the planning and delivery of GA engagement activity, such as organising presence at external events and providing briefings for colleague attending, ensuring actions are tracked and delivered in line with agreed priorities.
Communications & Content Development
- Work closely with the Communications team to support the delivery and ongoing review of GA content on the CAA’s communications channels, ensuring information remains current and accessible.
- Draft clear, accurate and consistent stakeholder communications relating to General Aviation, ensuring alignment with CAA messaging and standards on the GA communications calendar and engagement materials.
- Work closely with the GA Policy Team to deliver GA Safety Promotion activity, liaising with internal and external stakeholders during development and upon delivery of completed projects.
Cross SARG Coordination
- Work collaboratively across the organisation to support engagement activity that spans General Aviation and wider regulatory or policy areas.
- Support effective information sharing between GA teams and other directorates to ensure stakeholder messaging reflects wider CAA priorities and regulatory responsibilities.
- Assist in aligning stakeholder engagement activity where issues cut across directorates.
Stakeholder Interface & Representation
- Act as an operational interface between the CAA and GA stakeholders, supporting meetings, forums and other engagement mechanisms.
- Support reporting to senior leadership and ExCo by preparing summaries, contributing to analysis and highlighting trends or recurring themes.
- Assist in the administration and review of GA stakeholder groups and forums, helping to evaluate their effectiveness and identify opportunities for improvement.
- Ensure stakeholder feedback is captured, summarised and shared with relevant internal teams, feeding stakeholder insight into wider discussions and reporting.
Operational Support
- Provide day to day operational and administrative support to the Stakeholder Engagement Team.
- Ensure engagement activities are delivered efficiently, in line with agreed priorities and timelines.
- Contribute to continuous improvement of stakeholder engagement processes and ways of working.
About You
Minimum essential requirements for the role:
- Experience in stakeholder engagement, communications, or public-facing activity within a complex working environment
- Experience supporting or delivering engagement activity involving multiple and diverse stakeholders, such as event organisation, running webinars and online meetings
- Strong written and verbal communication skills, with the ability to communicate complex information clearly and effectively
- Ability to build and maintain effective working relationships across internal teams and external stakeholders
- Strong organisational skills, with the ability to manage multiple workstreams and priorities
- Ability to analyse stakeholder feedback and contribute to evidence-based outputs
- Collaborative and proactive approach, working effectively within multidisciplinary teams
Desirable skills for the role:
- Understanding of the General Aviation landscape in the UK
- Experience or interest in aerospace, transport, or other regulated sectors
- Experience in developing communications content such as social media content, website copy and marketing materials
- Strong interpersonal skills and ability to influence at all levels.
- Confident public speaking and presentation skills
Additional Information
For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
CTC - To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 3 years.

We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.
We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
