The Role
The Regulatory Finance Specialist will be responsible for the development and delivery of well‑reasoned and evidence‑based regulatory finance policies for the CAA’s price control programmes. The role involves analysing financial and regulatory issues, working with complex financial models, and preparing accessible documentation for a range of audiences.
Core Accountabilities
Regulatory & Policy Analysis
- Lead elements of the development of regulatory finance policies that contribute to fair and proportionate price controls.
- Review and analyse stakeholder responses to consultations, highlighting key insights to inform policy decisions.
- Prepare clear, balanced briefings and recommendations for senior colleagues and decision‑makers.
Financial Modelling & Data Analysis
- Extract, interpret, and critically review outputs from regulatory finance models, identifying relevant trends and considerations.
- Work closely with modelling specialists to understand model structures, assumptions, and sensitivities.
- Present analysis in a structured and accessible way for both technical and non‑technical audiences.
Documentation & Publication
- Draft, edit, and coordinate high‑quality documents for publication, such as consultation and decision papers.
- Ensure documents are accurate, transparent, and aligned with CAA standards.
- Contribute to the delivery of clear and well‑supported regulatory decisions.
Collaboration & Stakeholder Engagement
- Build constructive working relationships with colleagues across finance, economics, legal, and policy functions.
- Engage with regulated entities and external stakeholders in a professional and open manner, where required.
- Actively contribute to maintaining a collaborative and inclusive team environment.
About You
Essential
- A degree in a relevant discipline such as finance, maths, economics or accounting (or equivalent)
- Holding, or seeking to obtain, a relevant professional qualification such as ACA, ACCA, CIMA, CFA
- Strong ability to interpret and analyse quantitative and qualitative information.
- Experience working with financial models, including reviewing outputs and understanding key assumptions.
- Clear and effective written and verbal communication skills, with the ability to produce well‑structured documents.
- Reliable organisational skills and ability to manage multiple tasks and deadlines.
- A cooperative approach and willingness to contribute to shared team objectives.
Desirable
- Experience in regulatory finance, economic regulation, corporate finance, or related areas.
Additional Information
For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.
We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.
We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
