The Role

 

The post holder is accountable to the Principal Inspector Air Traffic Management (ATM) for the regulatory oversight of ATM arrangements at allocated Air Navigation Service providers (ANSPs) / designated sites and in so doing, discharging the obligations devolved to the CAA by the UK Government under the terms of relevant UK legislation (including the UK Air Navigation Order (ANO)) and applicable International legislation, standards and recommended practices. We are particularly looking for candidates who have experience or knowledge of en-route centre operations and procedures and have worked in an associated safety or operations role.

 

Core Accountabilities

 

The post holder is accountable to the Principal Inspector (ATM) for: 

 

  • Planning and conducting audits and inspections as part of a programme of effective regulatory oversight of ANSPs and ATM Providers (as allocated), in accordance with applicable UK legislation and the UK ANO (as amended). 
  • Contributing to the Performance-Based Oversight process for allocated entities, ensuring shared intelligence on industry performance supports regulatory oversight based on safety outcomes and aligns with the principles of Better Regulation. 
  • Collaborating effectively with colleagues to achieve departmental goals by meeting agreed performance objectives within specified timescales. 
  • Providing expert input in discussions on regulatory policy and procedures related to ATM. 
  • Acting as deputy for the Principal Inspector when required. 
  • Supporting cost-effective safety regulation by operating within the constraints of the Travel and Related Expenses (T&RE) expenditure budget. 
  • Cooperating with other functional areas within the Division or Group, and occasionally with external organisations, other regulators, and government bodies, to ensure optimal safety regulation. 
  • Participating in incident investigations as a team member when required. 
  • Supporting CAA International (CAAi) contracts as directed. 
  • Contributing to the training and development of new Inspecting Officers and Inspectors, including supervising training activities and signing off completed elements of the training syllabi where appropriate. 

 

About You

 

Essential requirements include: 

 

  • The post holder will possess a detailed understanding of the safety regulatory requirements related to the planning, provision, and operation of ATM systems and services in the UK. This includes in-depth knowledge of the following key documents: 
  • UK (EU) Regulation No. 2017/373 – Common Requirements for Providers of Air Traffic Management/Air Navigation Services and Other Air Traffic Network Functions, and Their Oversight 
  • CAP 670 – Air Traffic Services Safety Requirements 
  • CAP 760 – Guidance on the Regulation of Air Traffic Services 
  • CAP 452 – Aeronautical Telecommunications 
  • Relevant sections of CAP 413 – Radiotelephony Manual 
  • The UK Air Navigation Order (ANO) 
  • A sound understanding of Safety and Quality Management principles.  
  • Strong communication skills, with the ability to deliver technical briefings to diverse audiences in a confident yet approachable manner. The post holder must be comfortable presenting in various formats and capable of articulating complex issues and supporting arguments clearly and concisely. 

 

Desirable requirements include: 

 

  • Practical experience in the provision or regulation of ATM services or systems under a Safety Management System (SMS). 
  • The ability to critically assess and evaluate the effectiveness of an SMS. 
  • Completion of formal training in risk management techniques, with practical experience in their application within an ATM environment. 
  • Completion of training in auditing skills and techniques. 
  • Experience of working in a safety or operations role (non -ATCO) at an en-route centre would be highly desirable 

 

Additional Information

 

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

 

To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 5 years.

Relocation & Property

The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.

 

We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.

 

We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
