The Role

 Aviation has always been one of the most innovative sectors of industry and this is never truer than today as we see the emergence of new aircraft types, new airspace use-cases and an ever-evolving technological landscape. As the aviation industry continues to push the boundaries of what can be done in the air, the CAA must be there to support it. The Airspace Modernisation Strategy (AMS) describes how we intend to achieve this objective.

 

The AMS describes a series of measures that will modernise and improve the UK’s airspace environment as we seek to deliver increased levels of integration for all airspace users. These measures include the deployment of Airborne Collison Avoidance System (ACAS X) , traffic Information Service -Broadcast & Flight Information Service - Broadcast (TIS-B, FIS-B) and Detect and Avoid (DAA) systems and, as an ATM/ANS Technology Specialist, you will play an instrumental role in establishing the regulatory environment to implement these measures.

 

Beyond the AMS, you will work alongside colleagues in the CAA, Department for Transport (DfT) and industry to adapt and enhance those aspects of the UK’s regulatory framework which relate to ATM/ANS technologies, taking note of developments from ICAO (International Civil Aviation Organisation) and other international bodies.  A core part of the role involves working with national and international partners. This collaboration will allow you, and by association the UK, to better understand the challenges it faces regarding ATM/ANS technologies and to capture best practice solutions.

 

Core Accountabilities

  • Ensure policies are proportionate, in accordance with the Better Regulation Principles, relevant and in line with national and international regulations. 
  • Policy development consistent with safety and business needs, including CAA Business and individual Action Plans, and external drivers. 
  • Standards, legislation and requirements are developed using SMART principles and are practicable and effective. 
  • Adherence to CAA Regulatory and Management systems. 
  • Achievement of policy objectives and service standards. 
  • Effective and recognised contributions are made to national and international aviation policy development.  Contribution to the SARG objective to be recognised as world leaders in safety regulation. 
  • Meeting expected CAA competences. 
  • Fully contribute as Chair/member of working or study groups as applicable. 
  • Actively promote effective communications and to improve all communication regarding activity within the Airspace & ATM Policy team, ensuring communications are prioritised effectively and offering guidance and support to colleagues to ensure that output is aligned to the CAA brand. 
  • Actively promote internal CAA communications and to coordinate input to cross-SARG and external communications; in particular, ensure that industry and public-facing campaigns are coordinated across the Airspace & ATM Policy team, SARG and supported by CCD where appropriate.  
  • Capture and share safety-relevant intelligence, information and analysis from multiple internal and external sources with all CAA groups. 
  • Understand and apply the principles of Performance Based Oversight in accordance with the wider CAA approach to Performance Based Regulation. 
  • Maintain CAA records management policies and procedures and to amend the Airspace & ATM Policy team practices and procedures to ensure continuing compliance.  
  • Within the bounds of the AAA SLA provide support to CAAi, ensure the quality and timeliness of the technical outputs meets contract and customer expectations and that time recording/travel expenses are submitted no later than 1 week after the trip has been undertaken. 
  • Offer timely and appropriate maintenance and updating of CAA webpages and intranet pages

 

 

About You

You must be able to effectively analyse, prioritise and utilise intelligence and information from a wide range of sources and combine your broad experience with an innovative approach to develop novel solutions to often sophisticated technical or operational problems. This will be further supported by your ability to encourage communication, develop positive relationships and engage with various stakeholders.

 

Minimum essential requirements: 

  • Demonstrate a broad understanding of the ATM/ANS technologies which are intended to be deployed as part of the implementation of the AMS.
  • Possess a deep understanding of UK and international requirements and other ‘non-regulatory’ material relating to ATM/ANS technologies.
  • Be able to work on your own initiative with minimal guidance and have high levels of commitment, reliability, and flexibility, whilst being a great teammate.
  • Possess effective communication skills, both written and oral, that will enable you to engage with and influence partners at all levels throughout the CAA and in industry.
  • A problem solver who can listen, consider, and be open-minded.
  • Able to take a measured and pragmatic view that is open to modernisation and innovation concepts, whilst ensuring a strong focus on maintaining or improving the safety and efficiency of the UK’s airspace environment.

 

 

Desirable skills :

  • Expert knowledge on airborne collision avoidance system
  • A knowledge of collision avoidance systems logic modelling
  • Technical knowledge of protocols used in airborne safety-net systems
  • A demonstrable knowledge of ground-based safety-nets

 

 

Additional Information

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

CTC - To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 3 years.

Relocation & Property
The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations. We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers. We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
