The Role

 

Aviation Resilience has become an increasing focus and consumer concern as both major incidents like the NATS outage in August 2023, and ongoing more minor disruption has impacted on the travelling public. Effectively working with partners in industry and government to plan for, mitigate and manage resilience issues is a priority for the CAA Board and government ministers.

 

There are three core elements to the CAA’s work to enhance aviation resilience:

 

  1. Overseeing and driving implementation of short-term and medium-term improvements, often stemming from the review of the NATS outage
  2. Convening the sector identify and drive actions to improve the consumer experience of aviation and manage disruption more effectively
  3. Developing a CAA strategy on longer-term sectoral resilience which reflects the impact that rising passenger numbers will have on punctuality, cancellations and service if capacity is not increased.

 

Responding to these inter-related challenges, the CAA Strategy Team is developing a central leadership, coordination and oversight function which will be charged with developing and supporting delivery of a unified Resilience Strategy which covers immediate, short- and medium-term management of resilience by the sector. This will require initially significant cross-industry convening skills, cross-organisation leadership, drive and strategic engagement and positioning skills to develop.

 

We are seeking out a highly motivated, self-starter to act as strategic lead for this work who brings both aviation sector expertise and experience of driving forward complex programmes and policies.

 

The role will need to lead beyond authority with industry partners at the highest level to affect change in a complex and challenging landscape, navigating complex stakeholder relationships and driving through change in the face of push back.

 

The role will also lead on coordinating various cross-CAA and joint forums and groups to ensure that the CAA effectively manages its multiple interfaces with industry and government on resilience in order to achieve its strategic objectives.


Core Accountabilities
 

  • Lead the CAA’s programme of work to implement the recommendations of the independent review of the NATS failure in summer 2023. Ensure clarity and focus on the recommendations aimed at CAA; drive industry engagement with and delivery of recommendations at it; and develop and deliver regular reporting to stakeholders on progress, including reporting to Parliament.
  • Leading the CAA’s convening of the sector to identify and drive improvements to resilience. Manage the CAA’s network of sector resilience groups to deliver a coordinated programme of work aimed at collectively enhancing the consumer experience and delivering on our organisational mission of Protecting People and Enabling Aviation, along with our Strategic Objective to enhance resilience for the benefit of the travelling public.;
  • Leading and continuously improving the CAA’s development, coordination, delivery and oversight of delivery of our Strategic Sector Resilience work programme
  • Develop a CAA long-term resilience position paper and gain Board and external senior stakeholder support for our understand of the resilience challenge over the next 10-15 years and how we intend to position ourselves to manage it.
  • Leading the management of key cross-organisational workstreams, ensuring senior workstreams leads across the business are working to coordinated aims and delivering effectively, while at the same time ensuring their input into CAA resilience programme and strategy is timely and effective.
  • Working closely with Head of Strategy, and other Strategy Team and CSP leads to ensure effective cross-organisational engagement and buy-in on core strategy focus areas, alongside supporting the organisation as they deliver on our priorities.

 

About You

 

To be considered for the role you must have following skills and experience:
 

  • Essential to be able to demonstrate clear ability to personally lead in an inspiring and  convincing way that will have the confidence of external and internal stakeholders at all levels to develop and implement cross-sector initiatives and programmes, showing strong personal leadership, drive and organisational abilities.
  • Essential to have experience of working closely with or in the aviation sector in a management, coordination, or operational delivery role,
  • Essential to be able to demonstrate strong personal leadership, drive and perseverance to drive complex programmes of work forward
  • Essential to be capable of demonstrating clear strategic thinking on a range of complex and challenging problems.
  • Experience of drafting clear, concise briefing notes, position papers,
  • Understanding of public policy development and associated first-principles based policy development, consultation and engagement desirable.

 

Additional Information

 

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
