The Role

 

The successful candidate will be a member of the CAA Senior Leadership team and People and Culture leadership team, accountable for sourcing and appointing the right people with the right values, behaviours, skills and knowledge at the right time to ensure the CAA protects people and enables aerospace.

 

You will be lead a creative, high performing, customer focused Resourcing Team ensuring the CAA has sufficient capacity to deliver its strategic vision of safe, secure and sustainable aviation and aerospace working for consumers and the public. 

 

Core Accountabilities

 

  • Create and implement the CAA Resourcing Strategy.
  • Deliver the in-year capacity requirements of the CAA Strategic Workforce Plan.
  • Boost the CAA’s diversity representation through creative, thoughtful, and high impact sourcing techniques, ensuring barriers to appointment for colleagues are minimised.
  • Oversee the utilisation of both contingent workers and casuals, ensuring appropriate and timely advice is received by the business to ensure value for money and mitigate risks. Lead on the diagnosis of utilisation data, generate insights and ensure action is taken.
  • Collaborate with the People and Culture data team, Finance, Planning and Strategic People Partners to ensure the accurate of forecasting of the annual resource plan. 
  • Accountable for the effective operation and management of the CAA’s Strategic Resource Board, ensuring the right decisions, based on data and insights, are made the by the Executive Committee representatives to manage costs, delivery risks and capacity challenges.  
  • Contract manage a wide range of talent acquisition partners and third parties ensuring the CAA receives value for money, and quality and timely services and / or products.
  • Identify resourcing trends and forecast future demand and the impact this will have on the CAA Resourcing Strategy.
  • Working with Finance, People and Culture and Planning colleagues, take a leading part in delivering the CAA’s Integrated Planning model, ensuring the resourcing team is using its data to enable the CAA to forecast its staffing needs in the short, medium and long term.
  • Create, publish and present relevant resourcing management information to the CAA Board, Executive, People Committee and Directorates, preparing insights to drive decision making and action.   
  • Partnering with Reward and People Strategy colleagues, ensure the pay governance of the CAA on appointment and promotion is implemented, recorded and reported upon.   
  • Partnering with People Strategy colleagues and key internal stakeholders, to communicate and promote the CAA’s Employee Value Proposition, improving even more the CAA’s distinct recruitment brand.
  • Lead the improvement and automation of the CAA’s resourcing activities and processes, from identification of a vacancy to offer, working to improve the experience of all the customers involved and improving the quality and pace of recruitment.
  • Advise the business on and lead on the development and implementation of creative and effective resourcing strategies for a wide range of specialist and scarce skill vacancies. 
  • Develop and implement mechanisms to use competencies as a key selection methodology. Revisit and improve the CAA’s selection methodology strategy, embedding consistency, but also ensuring differentiation for particular roles where needed.  
  • Working with hiring managers to keep improving the knowledge, skills and experience in attracting and appointing great talent to the CAA.
  • As a member of the People & Culture Leadership Team, actively participate in the leadership of the wider People & Culture team. Ensure appropriate governance and risk management practices are in place. Accountable for resourcing related budgets and accountable for the overall People & Culture department’s expenditure.   
  • Leadership and professional development of a high performing resourcing team, ensuring personal development plans and succession plans are in place and delivered.

 

About You

 

To considered for the role you must be an:
 

  • Experienced recruitment specialist who has previously held a Head of Talent Acquisition / Head of Resourcing / Head of Recruitment role, with experience of leading and developing a recruitment team.
  • Demonstrable experience of improving an organisation’s diversity representation profile through creative, impactful and effective sourcing campaigns.
  • Demonstrable experience of scarce skills and specialist skills recruitment, preferably in an aviation or aerospace related organisation. 
  • Exceptional skills at managing third party providers and optimising the service they provide.
  • Excellent experience of creating data dashboards, generating insights and ensuring leaders make decisions and take action based on data and evidence.
  • Proven experience in leading and developing high performing resourcing teams.

 

Ideally, the candidate will also have experience in:

 

  • Establishing and implementing an organisational strategic workforce plan.
  • Using technology to improve recruitment processes and workflows, creating a better experience for all customers and improving the quality and pace of recruitment.

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
