The Role
The purpose of this role is to develop and manage the CAA Learning and Development so that our learning solutions and training programmes deliver against our business priorities, future capabilities, values, and behaviours.
In this role, you will be responsible for designing, delivering, and evaluating a range of learning and development programs that support our colleagues’ professional growth and organisational goals.
Learning interventions will be aligned and support career and succession planning, building solutions across multiple channels that will include face-to-face and virtual learning. The role is required to evaluate learning return on investment, performance impact and value for money on a regular basis.
The role will embed our competency framework and support our talent and succession planning.
The role holder will set the direction for our corporate curriculum and advise on our approach to blended and digital learning.
The role will develop initiatives to deliver on our diversity and inclusion agenda.
Core Accountabilities
- Work with the Capability Development Consultant and the Career Development Consultant to create and develop corporate curriculum of learning that builds on our existing and required capabilities, including management and leadership capability.
- Develop and enhance our CAA people management programme to continue to develop our management capability.
- Develop our CAA leadership programmes to develop our existing capability.
- Internal and external stakeholder management to act as an internal consultant providing learning consultancy support and advice across the CAA and external with learning and training providers.
- Support the creation of the CAA Academy, ensuring delivery of the “Foundations” phase of the programme is delivered, then building further phases of the programme.
- Conduct divisional training needs analysis to identify learning and development requirements and to ensure learning curriculum aligns with the corporate agenda and give advice on how to meet additional learning and bespoke learning needs.
- Set direction for mandatory e-learning and manage the e-learning governance group so that we have a joined-up approach to the design and delivery of mandatory learning.
- Creation of CAA learning pathways, supporting the wider People and Culture initiatives.
- Act as Success Factors Systems lead for learning solutions ensuring the smooth implementation of updates and being responsible for facilitating ongoing improvements.
- Define our approach to digital learning, cost and propose solutions.
- Work with People Services Team to make sure the Learning and development policies and processes are simplified and fit for purpose.
- Support and develop our communication strategy to promote and provide accessibility and availability of the learning and development offering.
- Ensure that we observe the correct procurement processes when engaging suppliers.
- Utilise MI, producing key analytics and trends to influence decisions.
About You
- Proven experience in learning and development, talent management, or a related field.
- Experience in the development of core curriculum learning and training needs analysis.
- Excellent communication and presentation skills.
- Good understanding of adult learning principles and instructional design.
- Experience of implementing e-Learning and blended learning solutions.
- The ability to engage and influence senior stakeholders and build relationships.
- Project management experience and skills.
- Ability to work collaboratively with cross-functional teams.
- Strong commercial awareness.
- A good working knowledge of HR practices.
- An advocate for change.
- Desirable - relevant certifications in learning and development.

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
